Development on Kmart site gets boost from lawmakers Downtown Development Authority This is a thirteen-person committee appointed by the Mayor and Council for four-year terms. The City Manager functions as the Executive Director for the DDA. The DDA engages in long-range planning for the downtown area; land acquisition and improvement; building construction and improvement, and acquisition and improvement of public facilities for revitalizing the City of Troy's downtown area. The DDA generally meets on the third Wednesday of each month at 7:30 am in Troy City Hall, although meeting times may change.
