Tincher, who heads the Heartland Water Resources Council, said the city's riverfront development committee adopted a plan that calls for the establishment of a regional retreat center on Chillicothe's riverfront.
"With that as the anchor, we want to attract a hotel-restaurant to the riverfront along with a visitors center, children's play area and concession stand to support riverfront park activities," he said.
